Subject:  Reimbursement of charges to SSI units for acquiring ISO 9000/14000 certification-Criteria for approving ISO 9000 and ISO 14000 Certification Bodies(CBs) for reimbursement of certification expenses to SSI units- Updated list of CBs.

Sir,

Further to this office circular of even number dated 13.7.2006 on the above subject, following is the list of certifying bodies that have been accredited by NABCB for ISO 9000 certification (QMS) and ISO14001(EMS). Expenses made by the SSI units in obtaining the corresponding certificates from these Certifying Bodies with the logo of NABCB on the certificate alone will be considered for reimbursement by this office in the case of applications received in this office on or after 1-1-2006:

Important
 

An unusually large number of applications for reimbursement were received in this office in December, 2006.  Examining the data of number of ISO Certificates issued by the Certifying  Bodies (CBs) each quarter, the Quality Council of India (QCI) made direct visits to certified units for verifying the certificates issued by selected CBs.  The special assessment of the CBs had revealed some serious irregularities in certification  based on which QCI had taken following decisions:

  1. The accreditation of 2 CBs, namely ICL Certification Ltd.. ( now known as Moody ICL Certification Ltd.) and International Certification Services (Asia) Pvt. Ltd. has been suspended with effect from 26 April, 2007.
  2. AQSR India Private Ltd have voluntarily suspended accreditation with effect from 26 April 2007; [ They have however been advised not to revoke suspension without the clearance from Quality Council of India ].
  3. AGSI Certification Pvt. Ltd. have been restrained from using NABCB accreditation since a decision on their re-accreditation has been withheld with effect from 12 April 2007.

2. QCI had requested  the office of DSC(SSI) in its communication dated 27 April, 2007 that any application for reimbursement relating to the certificates issued by the above certified bodies be kept pending until such time the CBs take actions to NABCB’s satisfaction to ensure quality of certification.  Accordingly the applications still under process in the office of DC(SSI) as on today i.e. 15.05.2007 [ The date of approval of AS & DC(SSI) of the suggestion by Quality Council of India ] with certificates from the above CBs are being kept pending till QCI advises on clearing the same.
